In an empty working folder, build a spending cap for agents, with made-up amounts and no real agent: the "work" of a task is
only a printed line. A limits file holds a daily total and a cap per agent (total 12, Bel 5, Ketting 6, every task costs 1). Before every task, a
runner adds up today's spending from a ledger and refuses to start the task at a cap, warning at eighty percent and writing a
line for my decisions page when a cap is reached. A task that is running is never cut off. Stay inside this folder, and note
that the limits file is mine, read-only for the agent. Test it yourself: let Bel and then Ketting run until they stop, show the
warnings and the decisions page, and show that another day starts at zero.
