Being sure who signs on the other side

Suppose you want to be sure who is signing on the other side.
A mortgage adviser has an app built for his clients. In it the client confirms in one minute, with her face, that it is really her: she looks into the camera, turns her head and reads a short sentence aloud. A frame, an arrow, a beep, a tick. On a phone, through a WhatsApp video call or through the webcam.
Only then does she sign the advice report. No more copy of a passport by email, and the adviser knows who is sitting behind the screen at that moment.
Video verification here is an app, built for one office and its clients. It is not a feature you switch on in a package. You describe in plain sentences what you need, and you get an app that does exactly that.
The verification runs on its own server in the EU, with no external service involved. The adviser, the client and the office are made up; the screens are real.
Where would you have an app built to be sure who is on the other side?
