A deadline that passes costs money, and nobody feels it coming

A deadline that passes costs money, and nobody feels it coming.
A municipality receives almost two thousand grant applications a year. A third are incomplete and cost two extra rounds. The statutory decision deadline keeps ticking meanwhile.
An agent can do a lot here: check completeness, ask for additions in plain language, make a first check against the conditions and prepare a draft decision.
What it never signs for: the award and the amount. A decision always carries the signature of a person, even if the draft looks good.
What it does do permanently is watch the clock. Every application has an end date, and the agent reports early when a file is about to be delayed. A bell that rings before it is too late.
The numbers are an example, not research. The pattern stands: the agent watches the time, the person takes the decision.
Where is there a deadline at your place that nobody watches?
